The B.S.A.A.


B.S.A.A. (Bioterrorism Security Assessment Alliance)

The B.S.A.A. is an international group of well-trained paramilitary sanctioned by The United Nations.  Founded by former S.T.A.R.S. Alpha Team members Chris Redfield and Jill Valentine, and some others.  The B.S.A.A. was formed with the means of combating bioterrorism since the fall of Umbrella Corporation.  The organization was originally funded by the Federal Pharmaceutical Companies as an anti bioterrorist agency, it would come under the United Nations jurisdictional oversight, but they allowed it to remain privately funded until 2009, understanding that paying the bills bioterrorism hot spot countries around the world was counter productive. 

The BSAA became the world's biggest anti bioterror organization under the auspices of the United Nations, after the disbandment of the Federal Bioterrorism Commission.


History


The formation of the paramilitary organization was right after the fall of Umbrella as a means of combating bioweapons and bioterrorism.  Umbrella had gone bankrupt following the Raccoon Trials.  The company was the world leading company in pharmaceuticals and biological weaponry ignoring the 1972 Bioweapons Convention and its biggest sponsor which was the United States government, which turned against them during the 1998 viral outbreak at Raccoon City and the destruction of the city.  In its last few years, Umbrella personnel sold their virus products to criminal syndicates and terror groups on the black market.  Being implicated in the production of Umbrella's bio-weapons, the Federation's finding the B.S.A.A. was a PR stunt.  Negotiations were made with the UK government, allowing it to set its headquarters there, located outside an airbase for the reason of rapid deployment.

The early years of the BSAA, it had not much strength and powers as it only had about a dozen combatants including Chris Redfield and Jill Valentine with experience in fighting bioterror.  It was acknowledged to be the NGO and had to get permissions from countries to assist in fighting bioterrorism.  Under the leadership of Clive O'Brian, the BSAA saw massive growth and potential than its original eleven member group strength.  A year after the fall of Umbrella, in 2004, the BSAA conducted an operation in the Terragrigia Panic, where a radical group, Veltro, attacked the Mediterranean city with B.O.W. Hunters.  Because of some constitutional setbacks, the self-defense of the city was under limited jurisdiction by the United States government which formed the Federal Bioterrorism Commission as a counter terrorist organization.  With the US unwilling to allow the BSAA anything other than observer status, the BSAA could do nothing to prevent the collapse of the FBC's mission and their abandonment in favor of destroying the city.

In 2005, the BSAA and the FBC were caught with conspiracies and counter-conspiracies masterminded by their top leaders with moles from within the groups.  Clive O'Brian's mole had great suspicion the FBC commander Morgan Landsdale was involved in the attack at the city, and was aware of a mission abord The Queen Zenobia, a cruise liner used in the attack by Veltros which vanished after the attack.  O'Brian stupidly and illegally armed a terrorist group in Finland with the means of distracting the FBC while another group infiltrated the ship.  The next day, the FBC got word about the conspiracy and sent in a combat team to the UK and arrest the whole organization for their support of Veltros which the Finnish terrorist group pledged their loyalty to.  The decision was soon reversed after footage evidence showing Landsdale negotiating the sale of the T-Abyss and B.O.W. to the leader of Veltros, Jack Norman.  Because of the aftermath of the operations, Lansdale was arrested and imprisoned and the FBC was disbanded.  For the sake of the BSAA survival, Clive O'Brian resigned. 


United Nations Status


By late 2005, the BSAA was taken over by the United Nations.  Realizing the United Nations refusing any assistance in countries countering bioterrorism, the UN sanctioned the BSAA with power to engage with bioterrorist groups in any country around the world.  The BSAA was also divided up into different regional commands to better suit them for worldwide operations.

all UN member states were required to allow BSAA intervention, member states were given the freedom to offer restrictions on how much that it could do on their soil with roughly 30% of member states opting for restrictions. The United States was one such country and consequently, the BSAA rarely participated directly in counter-bioterrorism matters there. In the aftermath of the FBC's closure, bioterrorism interdiction matters in the US were handled by both the Army's 75th Ranger Regiment and the Strategic Command (USSTRATCOM)'s Anti-Umbrella Pursuit and Investigation Team, replaced with the Division of Security Operations in 2011. During the 2005 Harvardville bioterror attacks, the elements of the Rangers and USSTRATCOM took part in eliminating the biohazard with the BSAA not being requested help though made aware about the situation. Earlier that same year, however, the BSAA took part to a limited degree during the outbreak in St. Cloud, Minnesota.

In 2006, BSAA members Chris Redfield and Jill Valentine were aware of one of Umbrella's founders, Oswell E. Spencer's location.  Spencer was also being hunted down by both the United States and the Russian Federation because of Umbrella's direct involvement in the destruction of Raccoon City.  Chris and Jill arrived at Spencer's European estate to make the arrest, but getting to him won't be easy.  Interrogating Spencer would likely assist the BSAA's efforts to also locate former S.T.A.R.S. captain and traitor Albert Wesker. The two had fought their way through the mansion, which a little resembles the one in the Arklay Mountains, to locate Spencer who just killed by Wesker.  Chris and Jill were too late to locate Spencer, but Wesker still remained in the same room where he just killed him.  During a major fight between the two BSAA combatants and Wesker, had Wesker about to kill Chris while he held Chris up by his neck, but Jill tackled Wesker, sending both her and Wesker out the window and down the cliff.  Immediately, the BSAA conducted a two month search for both Jill and Wesker at the bottom of the cliff, but the search was called off, deeming them both dead and missing.  


2009 - Kijuju Deployment


One of the most important deployments in the history of the BSAA was Chris Redfield arriving at the Kijuju Autonomous Zone for a mission.  The country fell victim to a civil war that resulted in the economic collapse of the country.  The Great Depression of the West African country sparked the interest of TRICELL Africa, which was secretly working on illegal bioweapon research despite its parent company being a financer of the BSAA.  An agent of TRICELL, locally, Reynard Fisher, reported his suspicion of the Las Plagas bioweapons activity in Kijuju in 2009 occurring at the same time as an uptick of violence conducted towards foreigners of the country.  A picture of an American male engaging in business transactions with the local soldiers.  This man's name is Ricardo Irving, director of TRICELL's oil field and black marketeer for bioweapons.  The West African branch of the BSAA found no significant evidence to warren any operations, lacking conformation of Las Plagas in Kijuju. An explanation between the discrepancies between Irving's report and Leon Kennedy's report from his 2004 mission involving the Las Plagas and Los Illuminatos cult and Irving's involvement in bioweaponry.  Taking his report to Redfield whose level 10 security access gave him international presence and authority, the West African Branch was able to secure additional data which was sufficient to begin a major operation.

It was discovered by a spy affiliated with Irving had access to the email servers of the BSAA but the West African branch continued operations anyways.  The SOU Alpha Team was sent into the city to confront Irving during a bioweapons deal at a warehouse, but instead ran into a B.O.W. planted there by Irving, causing the entire team to be annihilated.  They were however successful in retrieving data from a Tricell computer server.  The SOA Bravo Team, combatants Chris Redfield and Sheva Alomar continued their hunt for Irving to a quarry while the Delta Team, took over eliminating Majini activities within the city.  Unfortunately the Delta Team was completely annihilated by a large B.O.W., Ndesu, with Delta Team captain Josh Stone being the only survivor of the slaughter.  Josh Stone made his way to the marshlands, ahead of Bravo Team after information linked Irving to the oil fields right by it during his escape from the quarry.

During one night, the West African HQ ordered the withdraw from Kijuju.  They underestimated the Majini uprising in the city.  Another team was dispatched to locate Captain Stone, but was completely wiped out by the local Ndipaya tribe. The Bravo Team and Captain Stone continued on their journey past the oil fields, locating Irving, killing him after being mutated by the dominate species Plaga.  As Irving is slowly dying, he provides new information, the BSAA located a nearby cave that leads to a cavern with Captain Stone turning back to contact the BSAA insisting on a reversal of the withdraw orders.  The Bravo Team learns about Tricell's involvement of bioweapons within the caverns and an Umbrella facility.  The facility, lead by Tricell CEO, Excella Gionne took part in funding operations to create the Uroboros Project, which is a doomsday project lead by Albert Wesker who survived the plunge off the cliff into the ocean at Spencer's Estate.  To fund this project, it would require more sales of B.O.W. using Irving as the go-between as it was understood that the BSAA failed to consider Tricell's involvement if Irving was more attached to the oil fields than pharmaceuticals.

On Day-3 of operations, it's also learned that Jill Valentine also survived the plunge like Wesker, and became a Tricell agent, due to repeated injections of P30, a drug which made the user open to suggestions.  While Bravo Team chased Wesker and Excella to a Tricell cargo ship, to begin the Uroboros Project, Jill was recovered by Captain Stone, counter offense of the Majinis and was later picked up by a helicopter.  Meanwhile, Wesker double-crossed Excella by infecting her with the Uroboros Project, causing her to mutate out of control.  Her massive size and movements caused major damage to the ship, risking the chances of it sinking.  Bravo Team chased Wesker onto an assault bomber, doing a short battle against him, resulting the bomber to crash into an active volcano.  This is the final battle between Chris Redfield and Albert Wesker.  Wesker pounded his fist through an Uroboros missile, which infected him, causing him to mutate.  A brief fallback, Chris and Sheva got sort of separated, where Chris kept firing shots at the mutated Wesker, while Sheva kept her distance.  When Sheva needed Chris, he tackled and punched a massive boulder with all his powerful muscular strength, making the boulder roll into the lava river, creating a stepping stone for Sheva to cross safely. The final part of the final battle commences.  With some team effort, Chris and Sheva, shoot the crap out of Wesker, causing him to slide off the rocky platform and into the lava.  At that same time, the helicopter carrying Jill and Stone arrived to rescue Chris and Sheva.  Once Chris and Sheva climb aboard the helicopter, Wesker had one last desperate move left, by reaching up at the helicopter with a tentacle and try to pull them into the volcano, but Chris and Sheva equipped themselves with RPG-rocket launchers and blowing away Wesker, killing him once and for all.  The BSAA team, feeling proud of their mission they accomplished, fly towards the sunrise.

With the aftermath of the incident, Tricell's Africa HQ had collapsed due to their involvement with bioweapons was made public.  The facility was attacked by terrorists which they used to infect remaining Tricell employees with the T-Virus.  Wesker's death was a major blowback to the black market, it was soon replaced by other sellers.  Chris Redfield changed his position at the BSAA to train new recruits for further bioterror counter operations. 


2010 Philosophy Incident


In the year 2010, there were disappearances in Australia in Philosophy as alerted by the BSAA.  Now working for the BSAA, as a virologist, Rebecca Chambers took part in the investigation by becoming employed as a supply lecturer to spy on the university.  Not yet aware, but the United States government's Anti Umbrella Pursuit and Investigations Team also investigated the university because they strongly believed the university hired a former Umbrella USA researcher Ryan Howard, with his own chosen one to be his son, Tyler.  Dr. Howard was employed by the university with the hopes that he can do illegal experiments on the students.  Their intelligence could be increase by one of the students, Mary Gray, being a successful test subject.  Soon after, Dr. Howard was shown to be responsible for the abductions, having taking students to be experimented on as part of a viral experiment, turning them into zombies.  The student zombies escaped and began attacking the other university students, causing them to turn to zombies as well.  With the situation getting real bad, the BSAA was ordered to assist with the squad by Captain Chris Redfield and his partner Piers Nivans from the North American branch of the BSAA.


Cobra Mart Bioterrorist Operations


Some time between the years 2010-2012, not sure when exactly, a bioterrorist group attacked the Cobra Mart shopping mall with numerous T-Virus  based B.O.W. to create mass casualties and panicking. While cleanup operations were underway, the BSAA sent in Chris Redfield and Piers Nivans as a response team to assist the local law enforcement in the cleanup.  At the scene was Dr. Doug Wright, a microbiology who met Chris and Piers and was highly impressed with their skills and abilities, becoming a BSAA advisor himself.  The incident was successfully contained and with very few casualties. 


2011, Sein Incident


The year is now 2011, the BSAA European branch was alerted to handle a situation on an island where a biohazard outbreak took place on Sein Island.  The island was part of the old Soviet Union and a relic which dealt with an economic collapse during the Soviet Union collapse in the early 1990s and prey upon by Alex Wesker, former employee of Umbrella starting in the year 2000 and would continue for the next decade.  The island became the zone for research involving T-Phobos, a virus implant of Wesker's likeness and conscious mind into the mind of successful candidates, but saw the deaths of thousands instead during the virus's prototype stage.  The BSAA alerted Claire Redfield (sister of Chris Redfield) a member of TerraSave and abducted by Wesker in order to complete the project.  The information was slow moving, and six months later, the BSAA European branch begin its successful assault on the island.  Barry Burton, a consultant and former S.T.A.R.S. Alpha Team member, arrived by boat to the island to rescue his daughter Moria.  He took part in the killing of Dr. Alex Wesker and the rescue of Natalia Korda, a child from Terragrigia who became a successful test subject.  As the three evacuated via helicopter, the BSAA moved in to destroy the B.O.W. that took over the island.


2012, The Far East Incident


The year is now 2012, and another bioterror attack had occurred in the Far East.  Chris Redfield, Piers Nivans, and Merah Biji responded by eliminating the B.O.W. present.  Both Chris and Piers accompanied Merah to return to Doug Wright with a report about the incident to submit.


2012, Marhawa School Incident


About the same time as the Far East incident, BSAA advisor Doug Wright became a lecturer at Bennett University in Singapore.  He was contacted in confidence by the Marhawa School, boarding school where one of the child students was brutally murdered by a fellow student after that student had become a zombie confirmed by Dr. Wright.  After contact was lost, Chris, Piers and Merah moved into to investigate the infection site.


2012, 2013 Global Bioterror Warfare


In late December in 2012, the BSAA was deployed to an Eastern European town of Edonia, a warzone of bioterror.  Originally to be a civil war between the Edonian military and the Edonian Liberation Army, became another case of bioterror where the Chrysalid Virus was being tested there.  An unknown female bioterrorist provided the ELA with syringes of what she called "performance enhancers" but in reality were samples of the dreaded C-Virus, claiming they would give them an edge in combat.  Rebels didn't know any better, but once they were injected with this C-Virus, becoming intelligent J'avo.  They retained their normal human intelligence but instead, felt murderous insanity and became loyal to the unknown female terrorist.  They turned on the ELA members, killing them.

This development sparked the BSAA's attention and both the North American and European branches conducted major operations on Christmas Eve 2012 to destroy all the J'avo.  Several members of Chris's team were killed by the female who is thought to be Ada Wong.  Chris and Pires are the only two survivors of the attack.

In June 2013, Neo-Umbrella claimed to of hit the American city of Tall Oaks hard, causing a zombie outbreak using the C-Virus.  Because of the American self-support and because of Derek C. Simmons's plans, the BSAA refused to operations in the country again.  This would give the BSAA more opportunity to focus on the Chinese city of Langshiang which was the other of the targets.  Neo-Umbrella created a base in the city where they can continue researching the C-Virus.

June 30, 2013: Neo-Umbrella commenced a major multi-stage bioterrorist attack in Langshiang.  First, they hijacked two airline carriers owned by the People's Liberation Army Navy and killed the flight crew.  One of the aircraft carriers was brought into Yuenmon Port, which was used as a staging area utilizing the military vehicles.  At the same time an army of J'avo in the Vinci Medical Research Center which had been used to fool residents of Poisawan into getting C-Virus injections under the guise of medical experimenting for money. Armed with machetes and firearms, they massed on anyone in sight, especially the police and common citizens.  Neo-Umbrella unleashed other C-Virus B.O.W. such as the Lizija to increase more fatalities.

By later that afternoon, the Chinese government requested the BSAA assistance.  The Alpha through Echo Teams were formed within the BSAA to be used for various objectives.  They received information from scouts that were laying low in enemy zones.  Fighting mainly took place in Waiyip where J'avo destroyed buildings and killed any citizens attempting to escape and hinder BSAA efforts.  The Bravo Team, The Charlie Team and Echo Teams all had their objectives to carry out in Waiyip.  Meanwhile, the other part of Bravo Team, Charlie and Delta engaged in fighting the J'avo fighters that were massing on the locals in Poisawan.  Some other groups reported sightings of Radames within the city, whom they misidentified as Ada Wong.  The various BSAA teams suffered great causalities while taking on the J'avo fighters, including the complete mutations they under went when they got damaged.

Around this time, the Alpha Team, lead by Captain Chris Redfield, deployed via helicopter to Waiyip rappelling down to the rooftop of a building, and making their way to street level.  Chris's Alpha Team continued rescue operations in the UN workers being held hostage by the J'avo in the tenement building designated as "Point Aces of Spades." After rescuing the hostages, they destroyed the building in an airstrike and burning all the remaining J'avo that had turned into chrysalids.  Chris witness this sight was plagued by a brief case of PTSD because of his experience in Edonia, but managed to get over it and fought on.

After the clean up operations, the BSAA was attacked by a B.O.W. called Iluzija.  Not been ordered to do so, Chris led nearby operators in Poisawan where he intended to kill the creature.  The creature capitalized on the labyrinth layout by stalking and picking off members of the team one at a time, where only Chris and Piers and demolition expert Marco Rose survived.  The trio used live electric cables to kill the creature in a pool of water.  Right away, Radames interrupted their celebration by infecting Marco Rose with the enhanced C-Virus that transformed him into a Gnezdo.  Chris and Piers had no other choice but to liquidate the creature, and recovered his C-4 explosives.  This persuaded Chris to hunt down and kill Radames.

With the loss of Alpha Team, the BSAA HQ prioritized the capture of Radames. Chris and Piers continued along their pursuit occasionally hampered by Ada Wong who looked like an identical twin or clone of Radames.  They tracked her to the Vinci Medical Research Center, the close identification of Ada Wong, lead to a standoff between Chris and DSO agent Leon S. Kennedy and Secret Service agent Helena Harper.  They also have been chasing Radames because they too believe it's Ada Wong.  They need Ada alive because she's a witness against Simmons and his family.  Radames escaped while they were more focused on each other, making Chris and Piers chase her down in a gambit.  She ended up at the Yuenmon Port in a sports car, also being pursued by the real Ada Wong.  BSAA HQ fully aware of what's going on, BSAA units remaining and reserves were occupied in other spots.  Alpha Team chased Radames through the highway to Lanshiang, fending off J'avo reinforcements having Radames back in her retreat.  The Alpha Team managed to chase Radames to an aircraft carrier and became separated.

During this time, The Family of Simmons sent out a helicopter to the aircraft carrier, fully aware of Radames location as she boasted about her success with a phone call to Simmons.  Chris, Piers and Ada fought their way through the ship, going their own ways.  Chris and Piers located and cornered Radames who revealed Plan-D.  Before being taken in for interrogations, The Family reached the ship, shooting her in the chest.  Chris and Piers assumed her death, and went to her to claim one of two of her Enhanced C-Virus syringes as evidence.  BSAA HQ confirmed Radames threat. With a satellite showing another aircraft carrier arriving prepared to fire a missile.  They leave in a Harrier Jump Jet for the other carrier intended to prevent that missile from launching.  Meanwhile, after their depart, Radames survived her injuries and then infected herself with the last remaining Enhanced C-Virus sample, causing her rapid mutation into an ugly white blob which overtook most of the ship.  She was destroyed by Ada Wong and the ship sank due to the significant damage it got.

Following Radames death, her biosensors powered off, and declared dead at 11:29 PM.  Neo-Umbrella responded by implementing Plan D.  The reason for the missile strike was the keep the BSAA and other military forces in the area pre-occupied Langshiang so Haos, their new ultimate bioweapon to wake up and bring on the end of the world by releasing the C-Virus gas worldwide.  They targeted Tatchi, which didn't have as much violence and Echo Team evacuated citizens.

Chris and Pires failed to prevent the missile from launching.  The C-Virus missile landed in the Tatchi district, causing a purple virus gas to spread across the city which immediately turned the people who breathed it in into zombies.  Those that managed to dodge the gas, still became victimized by the zombies that already were infected.  Just before the missile strike, Leon and Helena offered assistance in Echo Team operators who were on their way to the Quad Towers, where they feel they could seek refuge there.  Only Kennedy, Helena and an operator made it successfully to the Gambit.  Now with Tatchi being a lost cause, BSAA HQ ordered Charlie to reverse course and avoid the district all together and telling other teams to do the same, deeming it a hazard zone.  The Echo operator navigated Leon and Helena through the fog and past crowds of zombies, dropping them off in a safe area before going back to search for more survivors.

Despite the order to avoid Tatchi, because of Neo-Umbrella's air force being active in the area, a helicopter of the BSAA flew overhead spotting both Leon and Helena running from a domino chain reaction effects of exploding vehicles and an elevated expressway, came down to rescue them from the dangers.  One operator on the helicopter gave up his spot so Leon and Helena could get on and make it to safety.  Bad news, the pilot became a zombie due to a delayed C-Virus infection and was thrown overboard.  Leon tried to regain control of the helicopter but since he has no flight experience, he crashed it into Quad Tower, that was overrun by zombies being exposed to the virus fog.

Shortly after the Tatchi missile blast, Chris and Piers made their way to the seabed laboratory in search of Sherry and Jake.  The latter of whom was identified as carrying the C-Virus antibodies, crucial in vaccine research.  This facility and the oil fields were constructed atop of an active volcano, which could be used for a source of geothermal power and as a source of using the C-Virus to test on extremophiles. By this time, the researchers had already evacuated from the volcanic facility, abandoning the J'avo militia so they can focus on Haos.  Sherry and Jake were left alone.  The two were released from their detention cell by Chris from the security room and escaped while under J'avo fire and assault.  Ustanak was transported back to this facility for repairs went out to hunt down Jake Muller.  During their search for an escape tunnel, they damaged the facility's power system, setting up a chain reaction that would eventually destroy the complex. The two groups met up in the Haos chamber as it was stirring. Muller was treated with suspicion and became uncooperative when Redfield identified himself as the man who killed his father, but their conflict was resolved owing to the situation's urgency. As Haos emerged and destroyed its chamber, the two groups were forced to flee in different directions.

The Haos escaped the facility into the ocean, attacking Chris and Piers a number of times by flooding the facility.  It returned inside and captured them both, injuring Chris and severing Piers right arm.  Piers infected himself with a sample of the Enhanced C-Virus strain as a way to avoid death and defend his CO, becoming a stronger mutant. Piers decided to sacrifice himself by staying behind, pushing Chris into an escape pod, activating it.  Chris protested and tried his best to get Piers to open the hatch, Piers sent him off away into the ocean.  As the facility began to explode, the Haos got back out into the ocean and tried to attack Chris while he's in the escape pod but one last move from Piers had him incapacitate Haos, causing the monster to be destroyed.  Due to Piers sacrificing himself to save Chris, Chris escaped unharmed, and was rescued by a BSAA helicopter.

Throughout the attack on Langshing, tens of thousands of people lost their lives, and the incident was the most devastating operation of the BSAA, having suffered hundreds of deaths during their operation.  These losses caused the BSAA to reevaluate their response protocols, realizing a necessary need for further operations than just rapid responses.  Langshiang was left to recover from its major losses.  Jake's blood was used to make a vaccine for the C-Virus, the BSAA realized his importance in fighting bioterrorism and hide his relationship with his father, Albert Wesker to protect him from Wesker's enemies.  BSAA spied kept a close eye on Jake Muller just in case if his blood was ever needed again.  The CDC believe that anti C-Virus would render the C-Virus unprofitable and useless on the black market.


2014, Sonido De Tortuga Island


Parker Luciani, of North America's BSAA branch was dispatched at the behest of Chris Redfield to aid and assist Claire (Chris's younger sister) from TerraSave in an incident at Sonido De Tortuga Island.


2014, Querétaro Mansion Incident


An agent that operates undercover for the BSAA, Kathy White, along with her young son Zack, investigated the whereabouts of arms dealer Glen Arias, but wound up missing. Glen Arias is suspected and connected to a series of cannibalistic murders within the Great Lakes area of the American Midwest, caused by an infection of the A-Virus at which Glen Arias created.  The BSAA received intel about the location and whereabouts of Arias in a mansion of his in the rural areas of Mexico in Queretaro.  Chris Redfield was sent in, along with a unit of the Mexican Army to rescue Kathy and Zack.  The mission was a major failure.  The team did locate the mansion, but the Mexican Army involved fell victim to zombies including Zack himself and traps within the mansion, leaving Chris the only survivor.  Unfortunately the BSAA and Mexican Army had arrived too late, because even though they managed to locate Zack and Kathy, but a little too late as they fell victim to the virus, making them cannibalistic zombies that turned on them.  With Chris being the last one left survivor of the group, he was defeated, but not killed by Arias in a one-by-one fight outside the mansion.  After Arias escaped, Chris vowed harder to locate Arias again and take him out once in for all.


2014, Alexander Institute of Biotechnology


Four months have passed since the cannibal zombie murders in the Great Lakes region, a female bioterrorist named Maria Gomez with connections to Arias, along with her mutated father, Diego Gomez, attacked the Alexander Institute Of Biotechnology in Chicago, Illinois, the same exact day the institute managed to develop a vaccine for the A-Virus, created by Professor Rebecca Chambers. During the gas virus attack, Rebecca got infected with the A-Virus and while going through a slow transformation, she administered the vaccine she developed just in time to reverse the infection.  Those that didn't survive became zombies and were finished off by the BSAA Silver Dagger Unit, which now includes Chris Redfield.  Chris intended to visit the institute to question Rebecca, who was a part-time BSAA advisor, about the status of the vaccine she just created.  The attack was covered up and passed off as a terrorist attack committed by an arms group.


2014, The New York City A-Virus Outbreak


While Chris questions Rebecca about the A-Virus, she indicated that the virus has similar genome to the Los Illuminatos' Las Plagas parasite.  Chris, Rebecca and the BSAA Silver Dagger team traveled to the Rocky Mountains in Colorado to locate DSO agent, Leon S. Kennedy and try to recruit him into helping them in this mission.  Reason they chose Leon to assist them is because he has combat experience against the Las Plagas and the Los Illuminatos cult during his mission in 2004 in Spain to rescue the president's missing daughter, Ashley Graham.  At first, Leon is uncooperative with Chris and Rebecca, drinking away his sorrows, he eventually agreed upon being attacked by Arias mercenaries group led by a mutated Diego Gomez, leaving Rebecca taken captive by Maria.  Patricio arrived, asking desperately Leon to protect him and his family, but Leon refused to, because Patricio was on a mission from the Los Illuminatos to avenge his mission in 2004, but was killed in the shootout from Diego, leaving behind an SD card. After the shootout was over and Rebecca was taken away by the mercenary group, leaving both Chris and Leon behind, Leon inserted Patricio's SD card into Rebecca's laptop, discovering that Arias has been selling bottled mineral water containing the latent A-Virus from his fake company, A-GUA Industries throughout New York City, planning on releasing the trigger for the virus once enough people drank the contaminated water.

Arias learned that the prototype A-Vaccine Rebecca Chambers developed is what prevented her from mutating when she became infected with the A-Virus gas attack back in Chicago.  He is holding her hostage in his New York City skyscraper.  He calls for the attack on the city to be sooner than originally planned.  On his orders, his mercenary group drove company tankers around the city, releasing the trigger virus gas on the population, causing the ones who had drank the contaminated mineral water into zombies.  The New York State Army Guards were deployed to the city at the orders by the governor of New York to aid NYPD units in their attempts to restore order.  The president of the United States also requested assistance by the BSAA and had them deployed to the city.  The BSAA North America sent in SOU teams to New York City to assist the National Guard into handling the situation.

The Silver Dagger group along with Chris and Leon, being freshly vaccinated, entered New York City, being provided with a motorcycle and a Gambit from the BSAA.  They destroyed one of the tankers, along with its escorts driving them before releasing the gas.  However, Damien was killed by two Cerberus.  While Nadia and DC remained in the unit's Osprey, Leon had the Cerberus chase him down the highway via motorcycle, and preforming maneuvers while in motion that eventually killed the dogs, while Chris heads off to Aria's skyscraper.  Chris and Leon would later regroup in the building killing a large crowd of zombies and mercenaries, using melee attacks and well trained stunts using their guns.  During the fight in the hallways of the skyscraper, Chris and Leon split up again; Chris entered the laboratory where infected Rebecca is being held captive and rescued her.  He also fought off a surgeon and Diego, threatening them to give him information about the A-Vaccine's location, which is on the roof.

While on the rooftop with infected Rebecca, Chris has a major shootout and fist fight against Arias up there.  Chris was able to gain the upper hand by breaking a skylight, sending Arias plummeting to the ground below, resulting in his death.  Before he died, Diego came in and merged with Arias, mutating himself into a Tyrant-like B.O.W. being in full control over the creature.  Arias returned to the roof, grabbed Chris and tried to kill him, but Leon arrived, interfering with that.  Leon also fought the beast before he himself was also grabbed by Arias and threatened.  Out of the bloom, Nadia and DC arrived via Osprey and Nadia fired a shot using a rail rifle, piercing through Diego's head and collapsing some buildings behind them.  Arias turned his focus on Nadia and DC, grabbing ahold of the tiltrotor's left wing, piercing the fuselage with his claws, injuring Nadia. Leon sent his motorcycle into Arias and shot and blew up the vehicles fuel tank, throwing Arias off, but he was able to grab ahold of the Osprey and the side of the building.  Chris arrived with a grenade and fired it hitting Aria's exposed heart, permanently destroying him, blowing him up.

Right away, Chris gave Rebecca the vaccine and it revived her.  The next morning, the Silver Dagger team were able to send out a cloud of vaccine through out the sky over the city, restoring the infected zombies back to their normal human selves.  The city has recovered. 


2014, Munich


The BSAA, at some point, had become aware of the existence of E-001, an E-Type fungal B.O.W. otherwise known as Eveline, who was developed in the early 2000s by the crime syndicate The Connections, allegedly founded by Brandon Bailey. Bailey, a former Umbrella virologist and protégé of corporation co-founder Dr. James Marcus, was instrumental in the development of the corporation, especially in West Africa, from the 1960s through the 1980s. Eveline was considered a serious enough threat to warrant her destruction as soon as possible.

In early October 2014, the BSAA received intel that The Connections were planning to transfer Eveline and several D-Type subjects from their research facility in Munich, Germany to another in Central America. A team was dispatched to capture and/or terminate Eveline, but for whatever reason, they failed. Eveline, her handlers, Mia Winters and Alan Droney, and the D-Types boarded the LNG carrier Annabelle which soon departed. This failure on the part of the BSAA would eventually lead to the Baker House Incident.


2015, Alcatraz Outbreak


The year is now 2015, the BSAA took up B.O.W. cases in San Francisco, California with no connections to each other, other than the fact neither of the victims were bitten or came in contact with other B.O.W.  Chris Redfield and the return of Jill Valentine, are sent into the city to assist the city police with one of the cases.  All the bodies are retrieved and sent to BSAA advisor, Rebecca Chambers, discovered that all the infected victims all have needle marks and were infected with the T-Virus that this time is incapable of transmitting infection, but instead causes a slow death.  All the victims have a recent history of visiting the tourist attraction Alcatraz Island shortly before their deaths.  With agent Leon S. Kennedy along with TerraSave agent Claire Redfield together discover that former USS soldier Dylan Blake along with Aria's right hand assistant Maria Gomez are the culprits behind the murders in the San Francisco area, preventing the virus from being released onto the world, killing anyone it infects.


2017, The Baker House Incident


After the failure by the BSAA in Munich, a hurricane blew through, hitting the Annabelle during a voyage on October 5th.  Eveline's condition became more unstable, causing her to vomit mold substances.  She killed much of the ship's crew, including Droney and infecting Mia Winters with her obsession about trying to gain herself a family.  The ship's carriers blew up during the chaos, causing the ship to drift towards the bayou near the Baker's Ranch, in Dulvey, Louisiana.  On October 9th, the grown son of the Baker family, Lucas, was first to spot the beached ship and informed his father Jack about it. The next day, Jack went out to look into it himself so he can report the ship's location to the perish.  When he aborded the Annabelle ship, he came across an unconscious Mia, carrying her back to the house.  Mia warns the Bakers of the presence of Eveline, Jack returned to the shipwreck site, unaware that Eveline is under the influence of B.O.W. she infected the Baker's with the Mold, which later drove them to extreme violent behavior.  Although Zoe Baker, the teenage daughter, was resistant to Eveline's influence.  As the mold continued to overtake the Baker estate, Jack, his wife Marguerite and Lucas became more deranged and withdrew themselves from the local community.  Because of that, the locals declared the Bakers missing and presumed dead with occasional sightings of them wandering around the bayou acting as a base around the ranch, where people thought the property had become haunted.  A central mass of mold known as the Fungal Root began growing inside the wrecked Annabelle ship and spread outwards.

For a period of three year, Jack and Marguerite were forced by Eveline to carry out abductions and murders of the locals.  The local authorities linked twenty disappearances to the incident, there was confirmed evidence the Bakers had kidnapped over 100 victims.  All those victims would eventually end up murdered.  Some of the dead bodies were cooked up as dinner meals and be eaten while the others were fed to the molds creating more molded.  Back in 2015, The Connections, confronted Lucas, giving him serum that lightened up Eveline's influence and allowed him conscious over his body.  In return, Lucas agreed to monitor Eveline for them, while still managing a facade of pretending that he's still under her influence.  They also set up an underground laboratory for Lucas in the nearby salt mines, providing him with a research team to do experiments on the Mold.  He wanted to use the molded for his own gain, he betrayed The Connections, by sacrificing the researchers to the mold, covering it up.  In the meantime, Zoe, hide from the Bakers in her backyard trailer, trying to help victims escape, giving them directions over the phone.  She never succeeded.  The last three abductees where a crew called The Sewer Gators, went missing on June 1, 2017 and discovered dead.

Blue Umbrella became aware of the situation at the Baker Ranch and have been keeping and eye on them for some time. They were more interested in Lucas whom they founded was in close contact with The Connections.  

More incidents would occur in July of 2017, when Mia's husband, Ethan Winters, arrived at the ranch after receiving a video email from her with her location.  By the morning of July 20, he had located Mia, killed Marguerite and a bunch of the molded, destroyed Jack who kept mutating, and survived all of Lucas's deadly traps and assisted Zoe, even though he had no choice but to leave her behind, because there wasn't not enough vaccine to cure him, Mia and Zoe.  He did promise to bring help.

During the same time period, Blue Umbrella was getting ready to move in to apprehend Lucas, contacting the BSAA for assistance with the mission.  The mission was to be carried out by the Special Cases And Disposal Team, a unit between the BSAA and Blue Umbrella. The unit was lead by Chris Redfield, who acted as a bioweapons specialist due to lack of intelligence and presence of multiple factors. They arrived at the Baker Ranch via Blue Umbrella helicopter just on time to witness Ethan battling a super mutant of Eveline.  One of the combatants dropped a powerful handgun called the Albert-01, named after the gun Albert Wesker armed himself with previously.  After Ethan destroyed the mutant, both he and Mia were airlifted by Blue Umbrella out of the area to safety.

To continue on with the operations, Chris Redfield along with some other operatives, went into the salt mines to the laboratory with the intent on locating Lucas, who fled there while completing a transaction of E-Type data to a third party buyer.  To keep Chris distracted, Lucas captured three operative and left them as bait for a grizzly torture and death.  Chris found the first operative, Lucas surprised Chris by planting a wrist bomb while detonating the one on the operative's neck, thus killing him.  After killing the other two operators, Lucas continued his attempts to kill Chris by releasing spores into the caverns, unleashing more power molded variants and eventually activating the wrist bomb Chris is stuck with. Chris with the aid of Blue Umbrella coordinator Veronica, fought his way through the mines, able to remove the wrist bomb from his arm by freezing it with liquid nitrogen.  In one last desperate attempts to kill Chris, Lucas detonated the the self-destruct explosives in the mines but Chris managed to escape unharmed.  In one last battle, Lucas ambushed Chris with a knife but Chris counter attacked, shooting Lucas in the chest which triggered his out of control mutation into a monster.   Chris was able to kill Lucas by incapacitated him, then shooting out the computer system to prevent the data transfer from being completed.

In the following weeks ahead, the mold continued to spread through out the swamps.  Fully aware of this, Blue Umbrella and the BSAA erected a barrier wall to contain the mold spreading around and set up a base camp in the bayou for scientists to study the mold as well as the courtyard, and the main house.  They also brought in cure samples of the E-Type infection that Blue Umbrella created.  The scene became more dire as the research area had to be moved to a paddleboat to be potentially infected by the mold.  A new mutant of the mold The Swamp Man, appeared in the bayou and started killing Blue Umbrella and BSAA operatives in the area.

Joe Baker, Jack's older brother, was living as a hermit nearby and had adapted to the mold, fighting off infected alligators in August and honing his survivalist skills instead of evacuating. His suspicion was piqued after noticing Blue Umbrella helicopters flying around and began investigating. He found his niece Zoe in the swamp, alive but severely calcified and ill, just as two BSAA operators also found her. Mistakenly thinking they were responsible, he assaulted them and brought Zoe back to his shack together with a captured operator. The operator cleared up the misunderstanding and informed Joe of a nearby cure sample, which he retrieved and administered to Zoe. However, it failed due it being a partial dose. The Swamp Man attacked the shack and killed the operator before he could lead Joe back to base for a full dose. Fleeing with Zoe, he located the camp, but found it had taken by Molded. Making his way to the paddleboat, Joe procured a full sample from the synthesizer, but was again confronted by the Swamp Man who kidnapped Zoe before Joe could administer the cure, forcing him to pursue. Joe tracked Zoe down to the old abandoned Dulvey Parish Church and fought the Swamp Man. In the ensuing fight, Joe unmasked the fungal growth on the mutant's face, and found it was his own brother, Jack, who had survived his previous calcification and was now suffering from runaway mutations. Jack knocked Joe out and left him to drown in a coffin, but ended up washing up near the Main House. Joe escaped, finding and arming himself with an AMG-78 gauntlet. He brawled his way through Molded hordes and into the house, where he fought Jack to the death. Joe gave Zoe the cure, just as Redfield and other BSAA operators arrived, having been dispatched again at Ethan Winters's request to save Zoe. A BSAA medic confirmed Zoe would recover and Joe reassured her family would still love her no matter how corrupted they had become. Redfield put Zoe on call with Ethan so she could thank him for his efforts. 

The BSAA began working on a full cover-up of the incident. First, they worked with the Louisiana Army National Guard to cordon off the general area and guard it from the public. This exclusion zone was expected to last until 2027. They met with Dulvey Parish Sheriff's Office to discuss PR to the public; it was passed off as a toxic hydrogen sulfide leak, claiming the lives of victims involved. Despite public, media and academic skepticism and scrutiny over this explanation, coupled with reported sightings and images of various entities involved, most notably Eveline's giant monster form. This was all brushed off as conspiracy theories and public attention began to slowly fade away. Zoe would be released from quarantine under the condition she was not to reveal anything about the incident publicly, and was given a new identity as a reporter in New Orleans, eventually beginning her own investigation into the incident and related events.

With an internal investigation concluding the BSAA themselves were at fault for the incident due to their slip-up in Munich, the cover-up was done in an attempt to save face. However, the internal morale of the organization was now heavily degraded, and Redfield began to become more heavily distrustful and critical of the organization.


2021 The Village Massacre


By February 2021 during the Village incident, Chris Redfield had lost trust in the BSAA, now "a rotten and ruined organization." The BSAA sent their forces to contain and destroy the Black God alongside Miranda. At the same time, the Hound Wolf Squad, under Chris's command, entered the valley to do the same, acting independently of the BSAA. Chris found the BSAA soldiers to be behaving callously and only provoked the anger of the Black God, being almost if not completely wiped out by it at Miranda's discretion. The Hound Wolf Squad was ultimately the last group to evacuate the valley following the elimination of the Black God. With a dead BSAA soldiers in their helicopter, they discovered the soldier was a B.O.W., revealing BSAA's soldiers to be engineered mutants and raising questions about BSAA's decision to utilize B.O.W.s. Chris ordered his team to head for the BSAA's European headquarters to get answers.


2023-2026 Elpis


In 2023, following an internal dispute within the organization, the North American branch operated independently from HQ. On February 5, they were surveilling ARK, a rumored facility to be near the crater in Raccoon City. They covertly redeployed personnel to the ruins of Raccoon City quarantine zone. The operation was to investigate and confirm the existence of ARK and secure Elpis. The mission was initially classified at the highest level of secrecy, reportedly concealed not only from the public but also certain segments of the United States government that have not been fully subverted or substantially co-opted by the Connections, with senior officials initially unaware of it. Once the Pentagon became aware of BSAA personnel operating within Raccoon City, the government began to press the agency to recant the unauthorized deployment.

Forward operating camps were established within the city limits, including one positioned inside the ruins of Raccoon Police Department as their main base. BSAA units deployed within the city sustained severe casualties. One team was ambushed and killed by Zeno, a member affiliated with The Connections. The bodies of fallen BSAA operators were later found by Kennedy, who recovered helmet-camera footage from a deceased soldier. The recording confirmed The Connections were still operating within the quarantine zone. Other BSAA teams were killed, infected with t-Virus and reanimated into zombies. By October 9, 2026, DSO agent Leon Scott Kennedy arrived in East of Raccoon City, to pursue former Umbrella scientist Dr. Victor Gideon and rescue FBI analyst Grace Ashcroft, Kennedy found both camps had long been abandoned.

Eventually, Redfield learnt of ARK's existence, and BSAA activities within the ruins, and deployed the Hound Wolf Squad. They succeeded in rescuing Kennedy and Ashcroft from the ruins of ARK and secured samples of Elpis. Following the operation, the squad, Kennedy, and Ashcroft withdrew from Raccoon City, leaving regular BSAA personnel to conduct recovery and containment efforts. Within hours of their departure, The Connections forces returned to ARK, killing any garrisoned BSAA soldiers at the site. The two Connections soldiers retrieved their objectives before withdrawing ahead of incoming reinforcements.
