It's been four years since the viral outbreak and total destruction of Raccoon City.  A terrorist, Morpheus Duvall, broke into an Umbrella facility and stole the T-Virus, which he used to cause an outbreak on an ocean liner.  Unless his demands are met, he threatens to launch virus missiles in the USA and China.

It's up to Bruce McGivern and a Chinese agent, Fongling to fight their way through the virus-infected ocean liner of zombies and monsters, solve puzzles and infiltrate the Umbrella lab on the coast to stop Morpheus.
