It's a dark raining night in Raccoon City on September 29, 1998 and coming in the city are Leon S. Kennedy, and Claire Redfield.  Leon's first day as a Raccoon City Police rookie cop and he's late for his first shift.  While on his way to the city, he stops off at a gas station where he meets Claire.  Claire's purpose to arriving in Raccoon City is to locate her missing brother, Chris Redfield of STARS Alpha Team that got involved in the mansion incident two months ago. 

While in the gas station, they encounter someone who is dead and the came to life to attack Leon and Claire.  After putting it down for good, Leon and Claire escape using a cop car and drive down to the city.  Their trip to the Raccoon Police Department ends with a zombie causing Leon to crash the car and a truck driver that turned to a zombie crashes his truck into the cop car.  Leon and Claire escape the collision just in time, but they got separated.  Both walk through the deadly dark Raccoon City streets for the police station, where there's zombies and other monsters to fight off.

While in the police station, Leon and Claire (separated) do battle against hoards of zombie, Cerberus, lickers and even an unstoppable Mr. X tyrant.  Leon meets Ada Wong, who claims to work for the FBI in the mission to bring down the Umbrella Corporation.  The two join as a team to reach the Umbrella facility through the sewers and the underground lab.  Meanwhile, Claire locates a young girl named Sherry Birkin, who hides and runs from the threats surrounding her.  Claire leaves the police station for the Raccoon City Orphanage with Sherry for the sewers and the underground Umbrella facility where they battle a mutated multi-forms of Sherry's scientist father, William Birkin and mother Annette Birkin.  

Leon and Claire with Sherry reunite in the lab and escape the self-destruct system via train where they battle the final form of William, and then escaped the train for safety where a new day awaits them.
